Public Affairs Specialist

The position serves as the Public Affairs Specialist and Outreach Coordinator for the Erie VA Medical Center (VAMC) in Erie PA. The position reports directly to the Erie VAMC Public Affairs Officer (PAO) within the Executive Leadership Team. In this capacity, the position assists the PAO in the coordination of various duties within the Public Affairs and Media department and is responsible for the development, management and direction of the Erie VAMC outreach program. The position works independently on various public affairs and outreach duties, initiatives and programs. Major duties and responsibilities include but are not limited to:
Plans the development and implementation of all outreach programs and activities that are appropriate for expanding the patient base of the Erie VA Medical Center (VAMC) and increasing the number of Veterans who receive care at the Erie VAMC and its Community Based Outpatient Clinics (CBOCs). Identify outreach opportunities and work independently to coordinate staff, communication materials, and logistics including preparing outreach bins for community outreach events to maximize exposure of the Erie VAMC to Veterans and other stakeholders within the Erie VAMC catchment area. Develops public involvement events that target concerned communities, establishes methods for reaching and eliciting input from targeted communities. Performs work related to public affairs and communication activities such as generating media interest and coordinating agency information in support of outreach and public affairs programs. Gathers and evaluates the appropriateness of educational materials and benefits information distributed to Veterans and family members. Maintains effective and cooperative work relationships with representative of local media, Veteran's Service Organizations and event organizers. Performs all other duties assigned. NOTE:

Not Required TO MEET THE MINIMUM REQUIREMENT FOR THE POSITION OF A PUBLIC AFFAIRS SPECIALIST GS 09, YOU MUST HAVE:
Experience:
At least one (1) year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the work of the position. To be creditable, specialized experience must have been equivalent to at least the GS-07 grade level. Specialized experience includes:
Communicating effectively to include writing news releases, features and public service announcements on a variety of subjects; researching factual information, gathering and verifying facts to write or edit materials (such as reports, articles, pamphlets, scripts, and speeches); dealing with a variety of contacts including news media representatives and organization program officials; presenting information to individuals, large and small groups; gathering and evaluating information for communication to media; and managing social media sites. Your experience must be detailed in your resume to receive credit. OR EDUCATION:
A master's degree, or equivalent graduate degree, or two (2) full years of progressively higher level graduate education leading to such a degree, or an LL.B. or J.D. in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. One (1) year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one (1) year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the one (1) year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. (Unofficial Transcripts Required) OR COMBINATION:

To be creditable, specialized experience must have been equivalent to at least the GS-09 grade level. Specialized experience includes:
Communicating effectively to include writing news releases, features and public service announcements on a variety of subjects; researching factual information, gathering and verifying facts to write or edit materials (such as reports, articles, pamphlets, scripts, and speeches); dealing with a variety of contacts including news media representatives and organization program officials; presenting information to individuals, large and small groups; gathering and evaluating information for communication to media; and managing social media sites; managing internet and intranet sites, including uploading content, formatting, and creating graphic design solutions. Your experience must be detailed in your resume to receive credit. OR EDUCATION:
Ph.D., or equivalent doctoral degree or three (3) full years of progressively higher level graduate education leading to such a degree, or an LL.M. in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. One (1) year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one (1) year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the one (1) year of full-time study requirement. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
