Supervisory Program Specialist

Decide on data source, methodology of data collection, techniques of analysis, display of findings, conclusions, recommendations, are generally left to the discretion of the incumbent. Review information, reconcile conflicting data, and analyze findings to develop recommendations and proposals. Establish procedures to secure adequate control in terms of deadlines, progress reports and directives and uses own initiative in developing procedures which will increase the general flow of information, customer service, and overcome bottlenecks in the administrative process. Oversight of all aspects in Eligibility and Enrollment Section and the development/maintenance of reporting mechanisms, such as Compliance and Business Integrity, to monitor all aspects of the Eligibility and Enrollment Section. Responsible for the short, mid, and long-range planning and programming aspects of the Eligibility and Enrollment Section up to, and exceeding, five years. Responsible for identifying areas for improvement, developing the processes for that improvement, implementing the improvements in the program, and evaluating the outcomes of the implemented processes. Work with the Decision Support System team to provide accurate and efficient labor mapping and supply mapping data, as well as to find ways to improve the mapping process to ensure all workload is properly captured through needed adjustments. Supervise and develop performance plans and evaluating the performance of his/her subordinates. Interact directly with clinical staff and clinical leadership regarding Eligibility and Enrollment issues affecting patient care. Full and final technical and administrative authority over all issues and personnel under the incumbent with the exception of the MAAs. Create schedules for the Medical Administration Assistants to ensure that coverage is provided to the Urgent Care Center and medical center for all off tours, weekends, and holiday. Plan the day-to-day work to be completed by subordinates, setting and adjusting the short term and long-term priorities of the section, and preparing schedules for completion of work. Review the accuracy and adequacy of current financial, costing, and managerial reports and is responsible for quality assurance of all statistical reports and related data as they apply to higher level management. Assist in the development of improved automated, computerized managerial reports and reporting techniques. Actively participate with a variety of Medical Center committees, as they relate to the position. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Specialized
Experience:
In order to qualify based on experience, you must have one year (52 weeks) of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. This is experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and is typically in or related to the work of the Supervisory Program Specialist. Examples of specialized experience would typically include, but are not limited to:
Knowledge of the financial aspects of a Medical Center; Budget preparation and management; Fact finding and analysis of data; Identifying areas of concern and preparing and implementing plans for resolution; Knowledge of principles, methods, practices and techniques of Eligibility and Enrollment; Ability to supervise using effective oral and written communication; Knowledge of common financial analysis techniques, Knowledge of hospital administrative principles and common public and private sector practices; Intermediate knowledge of the use of personal computer and computer systems.; OR Education:
A Master's or equivalent graduate degree; Two full years of progressively higher level graduate education leading to such a degree; (or an LL.B. or J.D., if related. Ad min and Management positions only). This education must be in a related field and have given you the knowledge, skills, and abilities necessary to perform the duties of the Supervisory Program Specialist.; OR A Combination of successfully completed graduate level education and specialized experience as described above. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application. NOTE:

The work is primarily sedentary but also demands some standing, walking, bending, lifting, and carrying charts, clinical folders, forms, and miscellaneous supplies to various locations within the medical center. The incumbent frequently walks to various parts of the medical center including patient care areas.
