Public Affairs Specialist

Incumbent reports directly to the Erie VAMC Public Affairs Officer (PAO) within the Executive Leadership Team. In this capacity, the incumbent assists the PAO in the coordination of various duties within the Public Affairs and Media department and is responsible for the development, management and direction of the Erie VAMC outreach program. Incumbent works independently on various public affairs and outreach duties, initiatives and programs. Responsibilities include:
Works independently on various public affairs and outreach duties, initiatives and programs. Develops and implements outreach programs and activities to increase patient base. Coordinates staff, communication materials and logistics to maximize exposure of outreach activities. Collects, summarizes and analyzes public sentiment to develop recommendations for program improvements. Communicate effectively with diverse Veteran audiences about VA healthcare. Works diplomatically with internal and external constituents. Produces professional written and oral presentations. Applies problem-solving techniques; Conducts research. Generating media interest and coordinating agency information in support of outreach and public affairs programs. Uses a variety of communication techniques and methods including print, broadcast, and electronic media to convey the VA mission and outreach efforts. Gathers and evaluates the appropriateness of educational materials and benefits information distributed to Veterans and family members. Develops relationships with business and community leaders to foster communication and a favorable reputation within the community. Researches, prepares, and provides photographs, video or audio tapes, medical center operation data, publications, information papers, and other materials as requested by media outlets or management staff. The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7 level. GS-11 position you must have served 52 weeks at the GS-9 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note:

GS-9 Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
1) Communicate effectively with diverse Veteran audiences about VA healthcare.2) Produces professional written and oral presentations.3) Maintains confidentiality of information; Keeps abreast of emerging issues.4) Performs work related to public affairs and communication activities such as generating media interest and coordinating agency information in support of outreach and public affairs programs.5) Skilled in developing information program tailored to audiences and realistic conditions to improve public understanding. OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have two years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree. OR, Combination:
Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a Bachelor's Degree. GS-11 Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
1) Works diplomatically with internal and external constituents2) Uses a variety of communication techniques and methods including print, broadcast, and electronic media to convey the VA mission and outreach efforts.3) Develops relationships with business and community leaders to foster communication and a favorable reputation within the community.4) Knowledgeable of public relations, community relations, advertising, and journalism including media technical requirements and practices.5) Knowledgeable of grammar, writing, and editing practices; and the style requirements of the media and the publications used OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree, OR Three (3) full years of progressively higher level graduate education leading to such a degree, OR LL.M., if related. OR, Combination:
Applicants may also combine education and experience to qualify at this level. You must have A combination of education and specialized experience totaling 100 percent of the requirements for the GS-11 position. (e.g., 6 months of specialized experience at the GS-09 level is 50% and 1 year of higher level doctorate education is 50% with a total of 100%) You will be rated on the following Competencies for this position:

Physical Requirements:
Work is generally sedentary, with walking required during visits and tours of the Hospital. Flexibility is required to accommodate events and activities occurring in other than normal duty hours. Mobility is required in terms of staging and assisting staff with equipment and other required materials. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
