Health System Specialist

The GPM is responsible for oversight and integration into an efficient Clinic Practice Management model for primary care, mental health, specialty care, ambulatory surgery and all other ambulatory clinics. Provide consultative services to Leadership Reviews and evaluate local processes and procedures to determine areas of effectiveness, efficiency & improvement Implements local clinic management system based on National requirements Maintains knowledge of clinic practice management training materials and oversees development of action plans Collaborates with clinical program leaders to assure consistent, timely, and accurate practices are in place Aligns local processes with planning & policies sent from Network and national access leadership Recommends facility improvement strategies, policy and process changes Assists VEO in creating benchmarks and processes for taking corrective actions on Veteran/staff experience data Works with the Primary Care Management Module Coordinator and acts as a liaison & coordinator for personnel engaged in clinic access and data analytics Leads program planning and execution for VHA approved program of clinic practice management at the facility level Leads data analysis of performance related to existing internal and/or external requirements. Implement administrative policies and process improvement strategies Plans day to day work to be completed by subordinates, setting and adjusting short term and long term priorities, & preparing schedules for completion of work Development, standardization, implementation, and sustainment of key operational/business processes, including scheduling practices Understands the requirements of the Veterans Access, Choice and Accountability Act, national scheduling policies and mandates Work Schedule:

Experience:
GS-09 Specialized Experience/Education:
You must have one year of specialized experience (equivalent to at least the GS-07 level or pay band in the Federal service. Specialized experience is defined as progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR You must have a master's or equivalent graduate degree, OR 2 full years of progressively higher-level graduate education leading to such a degree, OR an LL.B. or J.D., if related. This education must have a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. (Transcripts are required) OR You must have a combination of experience and education. To compute, first determine your total qualifying experience as a percentage of the experience required for the grade level; then determine your education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify for the GS-09 grade level. Only graduate education in excess of the first year of graduate level education may be used to qualify applicants for positions at grades GS-9. GS-11 Specialized Experience/Education:

The total percentages must equal at least 100 percent to qualify for the GS-09 grade level. Only graduate education in excess of the second year of graduate level education may be used to qualify applicants for positions at grades GS-11. GS-12 Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Specialized experience is defined as progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:

Physical Requirements:
Physical demands required are essentially non-strenuous and include prolonged sitting, occasional extended mobility to various areas of the facility, standing, bending and the incumbent may be required to lift light office items and files not exceeding 25 lbs. The incumbent is often required to travel and attend functions during other than normal duty hours. The work environment involves normal everyday risks and discomforts of office settings. The work area is lighted, heated and ventilated. The work does include high stress with frequent abrupt deadlines. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
