Supervisory Mobility Transportation Specialist

Ensures that all operators provide safe and reliable transportation to Veterans who require assistance. Manages demand against available resources to increase access to medical care through organic transportation resources. Collaborates with service providers in local communities to serve Veteran transportation needs. Works with a network of transportation options for Veterans through joint efforts with VA's Office of Rural Health and organizations. Orchestrates travel for the Medical Center's eligible enrollees through mileage reimbursement and contracted travel modes. Collaborates with multiple agencies, internal and external departments, and key stakeholders to develop effective strategies that meet organizational transportation goals. Completes Needs, Resources, and Stakeholders Assessment in collaboration with other services represented on the VTP Board of Directors. Develops long range business development plans for submission and approval to obtain funding for the program. Manages the appropriate utilization of the Vet Ride System, including all Administrative Portal, web-based Veteran Trip Request Portal, Third Party Contractor Portal, and Special Mode Tracker Module, ensuring all security and compliance measures are complied with by all staff. Develops, analyzes, evaluates, advises on, or improves the effectiveness of work methods and procedures, organizations, manpower utilization, distribution of work assignments, delegation of authority, management controls, and information and documentation systems. Acts a Subject Matter Expert (SME) advisor to Senior Medical Center Executive Leadership and managers, and the Veterans Transportation Program regarding VHA Directives, policy, Medical Center Memorandums, and Standard Operating Procedures. Provides consistent and effective outreach to community transit authorities and develops Memorandums of Understanding (MOUs) for collaborative relationships with local/regional recipients of the Veterans Transportation Community Living Initiative (VTCLI) grants managed by the Federal Transportation Agency. Conducts complex social studies for efficiency and productivity and recommends changes or improvements in work methods and procedures. Develops procedures and systems for establishing, operating and assessing the effectiveness of administrative control systems. Reviews administrative audits and investigative reports to recommend appropriate changes or corrective actions. Prepares oral and written reports and presentations; prepares graphs and charts that present clear, concise, and effective analytical results of, evaluations and studies performed; provides staff level with formal presentations. Acts as liaison with the Human Resources Office, performs/coordinates personnel actions, maintains personnel related records such as performance ratings, position descriptions, awards and proficiencies for Staff. Manages the Medical Center transportation budget, analyzes organizational budgets, and provides advice and recommendations to the Medical Center Associate Director, Medical Center Chief Financial Officer, and CBO VTP Program Staff as appropriate. Promotion Potential:
