Safety & Occupational Health Specialist

The primary purpose of the Safety & Occupational Health Manager is organizing, designing, planning, coordinating, implementing, enforcing, and evaluating a complex program involving a broad range of safety and occupational health topics at the medical center and outpatient clinics, acting with full authority to manage a comprehensive environmental safety and health program designed to provide a physical environment free of hazards. The position also provides back-up coverage for the Green Environmental Management Systems (GEMS) and Emergency Management (EM) Program Manager. The incumbent is required to be a technical expert in a variety of areas, acting as consultant for fire, construction, property, safety codes and regulations, and investigations; an administrator in formulation of policies and procedures; and an educator by coordinating and critiquing training, drills, and facility performance consistent with HRO and Culture of Safety. Duties include, but are not limited to:
Is authorized to take the necessary immediate action when hazardous conditions pose a threat of personal injury or danger to personnel, equipment, or buildings. Develops, monitors, and evaluates several TJC required management plans to include Safety Management, Life Safety (LS) Management, Hazardous Material Management, and Emergency Preparedness Management, as well as Utility Management, Equipment Management, and Security Management areas which are the responsibility of other departments and services. Manages and designs a comprehensive and effective program of industrial hygiene which recognizes, evaluates, and designs monitors of chemical, physical, biological, and ergonomic stresses in the workplace. Develops and presents to upper management budgetary information related to safety and occupational health programs. Implements all programs in an economic, fiscally responsible manner within budget ceilings. As the back-up coverage for GEMS and EM Program Manager, assists in oversight of a comprehensive and effective GEMS program which recognizes, evaluates, and monitors environmental impacts from aspects of facility operations. Provides expert and consultative technical assistance to various facility committees, work groups, and task forces as well as to senior leadership Promotion Potential:

Time-In-Grade Requirement:
Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. To qualify at the GS-7 level, you must have at least one (1) year of specialized experience equivalent to the next lower grade level (GS-5) in Federal Service related to safety and occupational health. Examples of specialized experience would typically include, but are not limited to:
Providing guidance on OSHA, NFPA, and other Federal/state standards, laws, regulations, practices, and procedures to advise staff; Participating on survey or inspection team led by a higher graded specialist related to hazard identification and evaluate compliance and sprinkler, fire alarm systems, and smoke and fire door/wall requirements; Assisting higher graded staff with safety projects with close supervision; Reviewing past inspection records to prevent unsafe acts or work practices; Preparing report findings; Proposing corrective measures; Studying data to discover trends at the medical center. OR Education:
Applicants may substitute education for the required experience. You must have one (1) full year of graduate level education (30 semester hours or 45 quarter hours) in a major study of safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included at least 24 semester hours of study from among the following disciplines:
safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology - OR - completed a 4-year course of study leading to a bachelor's degree from an accredited college plus have superior academic achievement (SAA). Have an equivalent combination of specialized experience and graduate education, as described above. Interpreting OSHA, NFPA, and other Federal/state standards, laws, regulations, and procedures to advise and resolve issues; Collecting and analyzing program data for developing safe/unsafe trend analysis; Evaluating sprinkler, fire alarm systems, smoke and fire door/wall requirements and compliance; Mitigating unsafe conditions and operations; Assisting higher graded staff with limited supervision only; Inspecting or surveying work areas (healthcare, business, industrial, community residential care homes, single and multifamily dwelling occupancies), processes, products, or other systems for compliance and to identify potential new hazards; Designing or modifying workplaces or other systems to control or eliminate hazards. Managing a comprehensive safety or occupational health program; Developing and recommending safety and occupational health policy to higher levels of management; Applying OSHA, NFPA, and other Federal/state safety and occupational health laws, regulations, and procedures to advise and resolve technical requirements matters; Evaluating sprinkler, fire alarm systems, smoke and fire door/wall requirements, compliance, and corrective action plans when necessary; Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards; Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses; Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards; Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards; Inspecting or surveying workplaces (healthcare, business, industrial, community residential board and care homes, and one or two family dwelling occupancies), processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards; Training of workers, supervisors, managers, or other safety and occupational health staff in safety or occupational health subjects; Proven independent past work history with no daily supervision necessary such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse.
