Program Support Assistant

The incumbent is responsible for the fund control points (FCP) supporting the Compensated Work Therapy program, the Suicide Prevention Coordinators, the Community Emergency Residential contract, and the Behavioral Health Clinic supply funds. The incumbent is support and back-up of the AO during absences and providing administrative responsibilities, support for data management and information development to include Peer Review development, Quality Management (QM) through data aggregation and analysis, and support of improvement objectives. Additionally the incumbent is responsible for the coordination of automated functions within Behavioral Health Service. The incumbent is the liaison with the Office of Information Technology (OIT). The incumbent will inform the Chief / Assistant Chief, Behavioral Health Service and all other personnel of all pertinent information related to use of computer hardware and software. The incumbent works under the supervision of the Administrative Officer (AO). Work is assigned by the AO, Chief and/or Assistant Chief, Behavioral Health with instructions for new, difficult, or unusual aspects of the work. Other duties include, but are not limited to:
Primary Fund Control Point clerk managing the funds for four control points supporting the Compensated Work Therapy (CWT) program, the Suicide Prevention Coordinators, the Community Emergency Residential contract, and the Behavioral Health Clinic supply funds. This includes tracking payroll, purchases, and reimbursements for CWT; cost comparison research for requested supplies; control point reconciliation; monitoring spending during allotted quarter and distributing needs appropriately; works closely with Fiscal staff to address non-standard situations and new program funding. Maintains Contracting Officer's Representative (COR) training as a back-up to the AO or as a primary COR, when needed. Serves as Records Management Liaison for Behavioral Health Clinic. Serves as Clinical Video Telehealth (CVT) backup point of contact. Incumbent is also back up POC for patient check-in kiosks (VetLink). Solely manages the Peer Review program for greater than 50 providers in five clinical specialties Responsible for coordinating the implementation, direction, and support for all VISTA software packages Coordinates appropriate CPRS / VISTA access and training to Behavioral Health Service physicians, therapists, student interns, and other staff; and will keep staff apprised of CPRS and related package enhancements. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-4. Examples of specialized experience would typically include, but are not limited to:
working with purchase card(s), funds monitoring and management, filing and retrieving electronic files, records retention procedures and knowledge of processes for electronic filing systems. Utilizing computers and computer software for data input and data retrieval; data management and collection from a variety of sources and assembly into reports for review. Communicating and maintaining confidentiality to internal and external customers through various methods including email, phone, fax, computer. Past job experience with high attention to detail and organization skills are required. Computing skill in Excel, Outlook, Adobe Pro, and Word, as well as, experience working with VATAS, CPRS, and VistA is highly preferred. OR Education:
Applicants may substitute education for the experience required for the GS-05 level. Applicants must have completed four (4) years of education ABOVE high school in any field. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. Applicants may also combine education and experience to qualify at the GS-05 grade level. Only education beyond second year of undergraduate (ex:
over 60 semester hours) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. For example, an applicant who has 90 semester hours of under graduate level education (i.e. 50% of under graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position. Physical Requirements:
The work is primarily sedentary in an office setting where only light physical exertion is required. Physical dexterity is required in the operation of the personal computer, calculator, and copy machines. Must be able to concentrate for long periods; performs numerous tasks at one time; maintains accuracy and concentration during frequent interruptions.
