Physical Security Specialist

The Physical Security Specialist responsibilities consist of analytical, planning, advisory, operational, or evaluative work that has as its principal purpose the development and implementation of policies, procedures, standards, training, and methods for identifying and protecting information, personnel, property, facilities, operations, or material from unauthorized disclosure, misuse, theft, assault, vandalism, sabotage, or loss. Duties include but are not limited to:
Developing security policy and design, develop, evaluate, and sometimes install protection systems and devices to insure that sensitive information, equipment, and other material is not compromised, sabotaged, stolen, misused, or subjected to terrorist, malicious mischief, or other acts of willful interference. Determining or recommending the number and kind of safes, alarms, locks, fences, and markings needed; lay out restricted or controlled areas; set up personnel circulation, control, and entry systems; and develop procedures for the movement and handling of sensitive material. Coordinating and managing the VA Police Crime Prevention Program for the VAMC. Conducting surveys and analyses to identify how critical and vulnerable facilities or sites are and threats against them. Monitoring the operation of all communication/security and related electronic equipment. Providing advice to management and program personnel on budgetary and finance issues for acquisition of new security devices and procurement projects. Managing security equipment procurement for the organization. Preparing and reviewing purchase order for supplies and non-expendable property such as equipment, to include personal computer hardware and software and other specialized equipment necessary to the effective functioning of the office. Performing work involving the collection, compilation, and/or tracking of data and statistical information in support of an organization's program operation. Reviewing documents, reports, and/or applications for omissions and inconsistencies, and ensures data entry is complete and accurate. Maintaining automated system of program-specific data to track suspense's on items such as project milestones, progress reports, funding accomplishments, compliance strategies, etc. Performing inventory management related duties including elements of item management, materiel coordination, and inventory control. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note:

Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
identifying security deficiencies; monitoring a budget; purchasing supplies and equipment; reviewing documents and reports for accuracy; maintaining data and compiling reports; knowledge of protection systems and devices that provide facility security; and assisting with performing security surveys. NOTE:

Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's degree or equivalent graduate degree or two full years of progressively higher level graduate education leading to such a degree. OR, Combination:
Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond one year of graduate level education. You will be rated on the following Competencies for this position:

Physical Requirements:
The work requires regular and recurring physical exertion, such as long periods of standing, walking, bending, stooping, reaching, crawling and similar activities. Physical Security Specialists engage in such exertions when they inspect office buildings or industrial facilities, large military complexes or remote sites. Performance of work may take place in attics, crawlspaces, walls, ceilings, and other limited access spaces, in rough terrain or in construction sites when planning and monitoring the installation of security systems as part of original construction. The work may regularly involve lifting and carrying moderately heavy objects of 50 pounds or less when delivering or installing security devices. The work may require some common characteristics and abilities of physical agility and dexterity to work in confined spaces and to move or lift moderately heavy objects. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
