7 Quick Apply Full-time 1 day ago Full Job Description MCRC is seeking a highly energetic person to function as the R&P Program Manager for our non-profit organization's new refugee resettlement affiliation program.
This position is responsible for administering, managing, and the over-all growth of MCRC's Reception and Placement program.
They will be responsible for overall program management, program development, budget management, data management and reporting, compliance, and community outreach and representation.
This position will report directly to the Refugee Social Services Director.
The Program Manager will provide leadership to all staff members serving in the R&P Program.
This role encompasses a range of responsibilities, including designing and implementing new initiatives, guiding and overseeing implementation and improvement of existing programing, further developing monitoring and evaluation practices and related tools including strong client feedback mechanisms, understanding and applying relevant evidence-based practices, managing program budgets and grants, cultivating strong partnerships with community stakeholders including partner agencies and donors, engaging in capacity building efforts as needed to support access to high quality services, facilitating coordination with internal and external providers, and promoting a positive working environment and strong professional development opportunities for the Resettlement team.

Major responsibilities include, but are not limited to, the following:
Program Management Provide overall leadership and supervision to the Resettlement department; Administer the Reception and Placement Program as required under the U.
S.
Department of State's Bureau of Population and Refugee Migration (PRM) Cooperative Agreement - Affiliate MOU with ECDC; Directly manage resettlement caseworkers, housing specialist, and a health navigator employing adaptive management techniques to provide regular individual supervision and support, mentor staff, set clear performance expectations and goals, give regular performance feedback, help prioritize workloads, help troubleshoot challenges, and maintain appropriate professional development plans; Promote and develop a high functioning, collaborative team and ensure effective integration of internships and volunteers within programs; collaborate with other MCRC program areas as appropriate to ensure client-centered service; Work with department staff in all aspects of program startup, including timely planning of new grants and programing, developing individual staff work plans and spending plans, developing/implementing monitoring & evaluation plans, and other required program management tools; Regularly update work plans and spending plans with team, properly utilizing them for program management; Ensure all programs are of high quality and consistently meet all established grant outcomes as well as internal benchmarks.
Ensure close monitoring of spending, monitoring & evaluation, and data collection/entry for all grants.
Support team on proactive solutions to key challenges in Erie, such as affordable housing and health navigation, and robust cultural orientations; Lead regular agenda-driven team meetings; and Ensure that all staff contributes to a professional work environment and provide excellent customer service and client care.
Program Development & Reporting Support program sustainability through program development and grant writing.
Collaborate with other MCRC departments to design and deliver client-centered and outcome-based programs; Assure that all new programs incorporate the principles of MCRC's Outcomes & Evidence Framework, gender equity, committed community partners, interns/volunteers and a sustainable funding strategy; Build and maintain positive donor relationships through high-quality professional communication and interactions, maintaining MCRC's strong reputation; Draft all donor reports in a timely manner, and review for accuracy of data and quality of narrative prior to submission; and Track and manage program performance and compliance for federal and private grants; ensure all program goals are met; prepare monthly, bi-annual, and annual grant reports that meet MCRC standards and are submitted on time, including the Quarterly Consultation Report.
Data Management & Compliance Improve and implement existing systems that control data quality, including timely entry of accurate data, development of internal reports; Ensure programing is compliant with funder and agency requirements in terms of documentation, case files, data tracking, reporting, and other areas of administrative compliance.
Aim for minimal findings on any internal and external audits/monitoring; Ensure that all client work is correctly and timely documented, following donor regulations; Develop/maintain effective quality assurance systems and processes for course correction, including conducting monthly and quarterly case file reviews (paper and electronic case files) and regular client check-ins/assessments; ensure bi-monthly peer reviews; and Hold self and team accountable for adhering to MCRC administrative requirements in regards to documentation submission, payment requests, managing staff hours, managing annual leave, and other administrative tasks.
Community Representation and Outreach Oversee outreach to raise awareness of programs, communicate with key stakeholders and partner agencies in the community, represent MCRC as needed, including giving presentations, facilitating site visits, etc.
Represent MCRC on community coalitions and collaborations; Represent MCRC at resettlement related meetings, forums, and events in the community (ie.
Refugee Forum and Quarterly Consultation meetings); and Represent MCRC with public departments related to resettlement.
Other Participate in all program meetings, staff development activities, and fully engage as a member of the team; Adhere to relevant professional and ethical standards, client confidentiality, and HIPAA; and Comply with all policies, procedures and protocols of the agency.
Job Requirements:
Undergraduate degree in related field is preferred.
Non-Profit Management or Public Administration, or similar advanced degree preferred; 5
years of related professional experience with social service programs targeting vulnerable populations, resettlement experience is preferred; 4
years of supervisory experience of a multi-person, diverse staff required; Excellent leadership and organizational, including time management, skills; Previous multi-cultural experience and demonstrated ability to communicate well with people of varied backgrounds strongly preferred; Strong English written and verbal communication skills, including the ability to make presentations; Proven ability to contribute both independently and as a key team member; Self-starter with excellent problem-solving skills and the proven ability to prioritize and effectively manage competing demands; Proven track record in client centered design, grant writing and development, grant management, grant reporting, fiscal management, and program development is required; Fluency in written and spoken English; Proficiency in another language strongly preferred; Demonstrated ability to develop and cultivate partnerships in furtherance of program development goals; Ability and passion to strengthen programs through best practices and innovative approaches; Ability to be flexible and work well under pressure in a fast-paced team environment; Proven ability to work effectively as a member of a team and to exercise independent judgment responsibly; Computer proficiency, including MS Office, internet applications and case management databases; and Must have a valid driver's license, reliable vehicle, active insurance policy and ability to travel in and around the local community frequently.
